I vote for Berlin. It's a tossup for me between Berlin and Denver, but Berlin seems to be the worse of the two. I haven't read it in a sourcebook, but I did read a SR novel where it was described. And it sounded one bum-f*cked place. I can't recall any of the specifics, but it sounded like pure chaos and a horrible system of government.
But Denver, split into several factions and sectors, as it is, sounds like a horrible place to run. I mean, you have to worry about 5 different jurisdictions and 5 different sets of laws if you want to go between the districts. Plus, the different governments are always trying to frag each other over, so anyone could find a reason to screw you over on a run for no apparent reason (but the GM could definitely make one up).

since i live in denver in real life im kind of partial to denver and in 4th ed where i can use my comlink and look up translations for any language im not sure which to pick
